Sir John Franklin arrived to govern Van Diemen's Land in 1837, already well known for his Arctic exploration, but with no experience of colonial administration. He succeeded Sir George Arthur, whose twelve years running the colony with a firm, practised hand left large shoes to fill — and Franklin soon found himself at odds with Arthur's own former Colonial Secretary, John Montagu, still deeply entrenched in the Hobart bureaucracy.

The tension came to a head in January 1842, when Franklin suspended Montagu from office. Montagu sailed for London determined to clear his name, and successfully petitioned the Colonial Office, which overturned his dismissal and criticised Franklin's handling of the affair — contributing directly to Franklin's own recall from the colony in 1843. Franklin's Tasmanian posting, once seen as a step toward greater things, instead became the prelude to his final expedition: he was lost in 1845 searching for the Northwest Passage aboard HMS Erebus.
